Is it illegal to walk while texting in New York?
While a bill has been introduced in the New York State Senate, proposing a ban on the use of portable electronics while crossing roads, a law has not been made yet. Hence, right now, it's not illegal to walk while texting in New York.

What is the punishment under this ban?
As proposed in the bill, people found using their portable electronics on crosswalks could be slapped with fines ranging from USD 25 to 250.

Do such laws banning use of phones for pedestrians exist elsewhere?
Yes, in 2017, Honolulu, Hawaii, had passed a "distracted pedestrian law," under which, pedestrians who would get distracted by their phones while crossing streets would get slapped with a ticket.

Why was this bill introduced?
The bill was introduced in light of an increasing number of pedestrian deaths in the US. In 2018, 6,227 pedestrians, highest in three decades, died in road accidents in the US.
