Is it illegal to walk while texting in New York?

Yes, in 2017, Honolulu, Hawaii, had passed a "distracted pedestrian law," under which, pedestrians who would get distracted by their phones while crossing streets would get slapped with a ticket.

The bill was introduced in light of an increasing number of pedestrian deaths in the US. In 2018, 6,227 pedestrians, highest in three decades, died in road accidents in the US.
