Accident took place near Thomson Reuters headquarters
The accident took place at 12:00 (local time) and resulted in the death of an 18-year-old woman. According to witness accounts, the driver was driving against traffic before his burgundy Honda sedan mounted the sidewalk and hit pedestrians. The crash took place near the headquarters of the Thomson Reuters news agency. Television footage displayed police officers restraining a man in a dark T-shirt.
Victims- One sister dead, another fights for life
The woman killed has been identified as 18-year-old Alyssa Elsman from Michigan, who was on vacation with her family. Her sister remains critical, with a broken pelvis and collapsed lung. Another 38-year-old Canadian woman is also critical.
The driver, formerly with the navy, was intoxicated
Richard Rojas, the 26-year-old motorist, has prior convictions for drunk driving and has been arrested at least twice, including over "misdemeanor battery". Police said he was intoxicated and had been speeding for three blocks. However, there was no other incident in the 1.5 hours since he had left home. He is now facing charges of murder, attempted murder and vehicular homicide.
