Why was the railway budget merged with union budget?

It was done for 2 reasons: 1) By merging the two, the Indian Railways has been exempted from paying the annual dividend to the government for the budgetary support. This would essentially save it Rs. 10,000 crore annually. 2) Indian Railways is facing a huge revenue deficit. This would ease the burden.
