If Hindi is our national language, why is the budget in Parliament presented in English?

Contrary to popular perception, Hindi is not our national language; it is one of the many official languages. There are 22 official languages used by different states. But since most of the MPs are comfortable with English, the budget is usually presented in English. You must have seen politicians sitting in the parliament with an earphone. This earphone acts as a translation device.
