IGNOU doesn't mention the need for migration certificate while applying for it but in safe-side, it is a good option to apply for a migration certificate from your university.

In homepage of ignou only certificate and diploma courses are available. There is no information available for mcom programme

You can check the re-registration dates and exam form filling dates in the academic calendar of IGNOU, here is the link. The dates for submitting online term end examination form in IGNOU was 1st March to 30th April (without late fee). With a late fee of Rs. 1000, the form submissions are from 1st May to 30th May. What is the difference between post graduate diploma and master degree?

One can assume that a PG-Diploma is for the introduction into a new field of discipline, while a Masters is considered an advanced stage to the initial-studies carried from previous knowledge. In some foreign universities, they treating equally, but in India, it is nowhere related. Masters can be awarded only by a UGC recognized institution. A diploma can be issued by non-university institutions also.

M. Ed course through correspondence is conducted or not?

Yes, MEd is offered by IGNOU since January 2009. It comprises 17 courses (dissertation being equal to two courses). Admission to the M.Ed. programme is made through entrance test conducted at all India level. Eligibility for this course is B.Ed.(55% marks) with 2 years experience.
