Do they consider 10th, diploma, and B.Tech percentages or only cat scores?

Most of the institutes generally make a composite score using both your Application Rating score and CAT score. Application rating score is further made by using your past academic records (10th, 12th, Graduation, etc). Gender Diversity, work experience, and other factors are also accounted while calculating the final composite score. You can check out the previous year admission criteria for various IIMs here.

If my previous academic performance is not good but my graduation marks and cat score is good then would l get a call from any old IIM like A, B, C. Please answer.

All IIMs have a different overall cut-off and sectional cut-off. Also, different IIMs allot different weights to various academic performances. As of now, the IIMs have not released their cut-off criteria for this year but you can check previous year cut-offs to get an idea. You can check the cut-offs given by various IIMs here.

What's the cutoff for all 20 IIMs?

Which IIM will conduct CAT this year?

The IIMs conduct CAT every year and the conducting institute is chosen on a rotational basis. Last year, CAT was conducted by IIM Lucknow, CAT-2016 was conducted by IIM Banglore and CAT- 2015 was conducted by IIM Ahmedabad. As of now, there is no news about which IIM is conducting CAT this year.

I have one year gap between 10th and 12th, would it create any obstruction in my selection in top MBA colleges.

No, a year's gap won't cause any obstruction in your admission to any top MBA college but you might have to explain them the reason for this gap year at the time of your interview.
