Cersei loved Jaime but that kind of relationship was completely unacceptable.
When she was a child, she got infatuated with Rhaegar Targaryen and was even betrothed to him. Sadly, he rejected her for Lyanna Stark.
She was also attracted to Viserys but couldn't marry him either.
Eventually, she ended up marrying Robert Baratheon who was also in love with Lyanna Stark!
