K. Elambahavath did not exceed the age limit. He had exhausted his number of attempts. However, back in 2014, the central government revised the rules for UPSC civil services exam, giving candidates two more attempts. Earlier, OBC candidates got 3 years age relaxation. Currently, OBC candidates can give 9 attempts till 35 years of age.
