According to ESPNCricinfo, this will be after the IPL trading window which is set to close on November 14.
The BCCI has already informed the eight franchises about the closing date of the trade window.

Franchises allocated Rs. 85 crore for upcoming auction
The franchises were allotted Rs. 82 crore each for IPL 2019 and now they have been allocated Rs. 85 crore.
Besides an additional purse of Rs. 3 crore, franchises will also be allowed to use the money that was not spent during the previous auction.
RCB have the least funds remaining (Rs. 1.8 crore) while RR top the list with Rs. 7.7 crore.

"We have been informed that all tradings need to be done by November 14 and the auction will be held in December. We are waiting to hear more in the due course of time," one of the franchise owners said.
DC have been the busiest in IPL trade window
The auctions are traditionally held in Bengaluru, however, last time it was held in Jaipur on December 18.
This time too it's set to be a mini auction.
In the ongoing IPL trade window, Delhi Capitals have been the busiest side.
The Shreyas Iyer-led franchise bought promising spinner Mayank Markande from Mumbai Indians.
They departed with West Indies all-rounder Sherfane Rutherford.
