Karnataka proposes hate speech bill targeting digital platforms

Karnataka is looking to crack down on hate speech and identity-based violence with a new draft bill.
The Karnataka Hate Speech and Hate Crimes (Prevention and Control) Bill, 2025, targets actions or words that spread hatred based on religion, caste, gender, sexuality, tribe, language, or disability.
This move aims to address issues of hate speech and identity-based violence in the state.

TL;DR

Key points of the draft bill

If passed, the bill could mean up to three years in jail and a ₹5,000 fine for hate speech—both offline and online.
Social media platforms would also have to take responsibility for hateful content on their sites.
District magistrates could temporarily ban public gatherings if things get tense.
Importantly, genuine artistic or journalistic work that doesn't incite violence is protected.
The goal? To keep public spaces (and the internet) safer while still respecting free expression.
