He was supposed to get ₹90 back after canceling two tickets but only received ₹85.

The commission found that the missing ₹5 was a bank fee that wasn't clearly mentioned at the ticket counter, which goes against railway rules.
As a result, Indian Railways was directed to refund Singh's ₹5 and pay ₹10,000 in composite costs within 30 days.
