What's actually going on?

Mumbai's air quality has taken a nosedive, with AQI numbers over 300 ("very poor") across several neighborhoods.
The BMC is rolling out new rules—think construction bans and stricter checks—to try to get things under control.
Meanwhile, residents are being advised to wear masks in traffic-heavy areas and remain vigilant, especially those with respiratory conditions.

Is it just the volcano?

Not really.
While some officials tried blaming a recent volcanic eruption in Ethiopia for the haze, the Bombay High Court pointed out that pollution was already sky-high before any ash could reach Mumbai.
Basically: this is an ongoing problem that isn't going away on its own.
