Modi government reopens AI vendor empanelment: Why it matters
What's the story
The Ministry of Electronics and Information Technology (MeitY) has reopened its empanelment process for agencies providing artificial intelligence (AI) and machine learning (ML) manpower and project support to the government. The move is aimed at widening the pool of potential vendors. The new entrants will have to accept the approved L1 rate card set during the first round.
Initial selection
Six firms were selected in the 1st round
In the first round of empanelment, six firms were selected.
They are Tata Consultancy Services (TCS), NEC Corporation India, and Kyndryl Solutions.
The other three firms include Cactus Technology Solutions, CoRover, and Innefu Labs.
The National e-Governance Division (NeGD) issued a fresh request for empanelment under the Digital India program on August 10.
Compliance requirements
New entrants governed by same terms as existing agencies
The new agencies empaneled through this process will remain on the panel until April 21, 2028.
They will be governed by the same service-level agreements, performance bank guarantee requirements, and contractual terms as the existing agencies.
This is to ensure that all empaneled firms adhere to a uniform set of standards and conditions throughout their tenure on the panel.
Simplified access
Framework aims to provide easier access to specialized AI talent
The empanelment framework is designed to provide ministries, departments, states, and public sector undertakings with easier access to specialized AI talent.
This will eliminate the need for a fresh procurement process for every requirement.
The engagements can include manpower augmentation, delivery of an AI project team, or turnkey AI projects.
Role diversity
Wide range of roles covered under the process
The empanelment process covers a wide range of roles, from AI architects and program managers to data scientists, AI/ML engineers, data engineers, MLOps professionals, and AI quality-assurance engineers.
The deadline for proposal submission is September 7 with technical bids opening the following day.
Agencies must score at least 75 out of 100 in the technical evaluation before proceeding to the final stage.
