In a letter to the chief secretaries of Delhi, Haryana, Rajasthan, and Uttar Pradesh, the CAQM expressed concern over some schools still conducting outdoor sports activities. The commission reiterated its earlier instructions in line with a Supreme Court order dated November 19. It said allowing such activities during adverse air quality goes against both the court's observations and its own directives.

CAQM invokes Stage IV of GRAP

The directive comes as the CAQM has invoked the strictest measures under Stage IV of its Graded Response Action Plan (GRAP). This was done after pollution levels increased sharply due to unfavorable meteorological conditions. Under these restrictions, all construction and demolition activities in Delhi-NCR have been banned. Truck entry into Delhi is also restricted, barring those carrying essential commodities or providing essential services.

Educational measures

Schools shift to hybrid mode amid severe pollution

Schools in Delhi and severely affected NCR districts have been asked to switch to hybrid classes for students from primary classes up to Classes VI to IX and XI. This allows online attendance where feasible. State governments have been advised to consider further emergency measures if pollution worsens, including shutting colleges, non-essential commercial activities, and odd-even vehicle restrictions.
