India saw 65 internet shutdowns in 2025, its lowest since 2017, but still more than any other democracy, according to Access Now.
The global total hit a new high with 313 shutdowns across 52 countries.
Myanmar topped the list overall, but India's running total since 2016 is now a whopping 920.
Indian internet shutdowns raise transparency concerns
Most Indian shutdowns happened during protests or conflicts, often raising legal questions about transparency.
For example, Jammu and Kashmir banned unauthorized VPN use for two months at the end of last year.
The Asia-Pacific region was hit hardest worldwide, with Pakistan also seeing frequent blackouts, showing how governments are tightening control during tense times.
