Bihar: VVPAT slips found dumped in Samastipur, probe ordered

The Election Commission of India (ECI) has ordered a probe after several Voter Verifiable Paper Audit Trail (VVPAT) slips were found dumped near SR College in Shitalpatti village, Samastipur district, Bihar, The Indian Express reported. The discarded slips were from the mock poll conducted before the first phase of voting on Thursday. Chief Election Commissioner Gyanesh Kumar has directed the Samastipur District Magistrate to investigate the matter.

District Magistrate-cum-District Election Officer Roshan Kushwaha confirmed that some VVPAT slips were found in the Sarairanjan Assembly segment. These were located at the commissioning and dispatch center. Kushwaha said, "Among a large quantity of shredded slips, a few unshredded slips were present." The administration has seized these slips, and an FIR is being registered against those responsible for negligence.
Technical matter
Mock polls conducted on 5% of voting machines
Kushwaha explained that mock polls are conducted on 5% of voting machines, generating a significant number of VVPAT slips. He said, "During commissioning...each candidate's button is pressed to verify that the correct symbol has been loaded." The investigation will determine if there was any procedural lapse in the disposal of these slips.
Official action
ARO suspended for negligence
Following the CEC's directive, the concerned Assistant Returning Officer has been suspended for negligence in handling election material. District authorities are conducting a detailed inquiry into how the mock slips were improperly discarded and whether there was any procedural lapse in their disposal. The findings of this investigation are expected to be submitted to the Election Commission soon.
