The report stated that the order, issued by Director of Secondary Education Sitaram Jat, had called for educational and cultural activities to be held on December 6. These activities were reportedly aimed at promoting "patriotism, nationalism, bravery, cultural pride and national unity" among students and staff. However, Dilawar withdrew the order on Sunday morning, citing ongoing school examinations on December 5 and 6 as a reason for postponing the celebrations.

Despite withdrawing the order, Dilawar defended the decision to celebrate the day. He argued that Lord Ram embodies Indian cultural values and that the Ram Mandir movement represents cultural pride. Proposed activities included speech and essay competitions on Indian culture, painting and poster-making on Ayodhya's Ram Temple, patriotic song presentations, folk dance performances, short plays based on historical or mythological events, exhibitions related to Ram Janmabhoomi movement, among other "heroic events" in history.

Dilawar has made several controversial statements since becoming Education Minister. His order to make Vande Mataram compulsory in schools, including Madrasas, was criticized by minority groups. He has also called Mughal ruler Akbar a tyrant and accused the previous Congress government of glorifying him. Recently, he spoke against illegal encroachments on government school premises and threatened legal action against principals/headmasters if such sites are found.
