Even though President Trump gave the go-ahead nearly two months ago, a US national security review has put things on pause.
Chinese buyers have stopped placing orders for now, waiting to see what rules will actually apply.
Chinese customers are not placing H200 orders
Back in January, the US updated its export rules for these chips—allowing sales but adding extra government checks.
The Commerce Department finished its review, but the State Department wants even tighter controls to protect US tech.
Meanwhile, China has approved its first batch of H200 imports as it pushes forward with its own AI goals, but Chinese customers are not placing H200 orders until it becomes clear whether they will be able to secure licenses or what conditions will be attached.
