CAQM revises GRAP measures for Delhi-NCR; know the changes

The Commission for Air Quality Management (CAQM) has updated the Graded Response Action Plan (GRAP) for Delhi and the National Capital Region (NCR). The revision comes after the Supreme Court's observations on worsening air quality. On Saturday morning, Delhi recorded an overall AQI of 360. The Ministry of Earth Sciences' Air Quality Early Warning System has stated that the national capital's AQI is predicted to deteriorate and remain in the 'very bad' to 'severe' zone for the next six days.

Action plan
Stage-wise measures under revised GRAP
According to CAQM, the CPCB's Sub-Committee on GRAP held a detailed consultation on Thursday amid the worsening AQI, resulting in several amendments. Under Stage I (previously Stage II), uninterrupted power supply will be ensured to discourage diesel generator use. Traffic synchronization and personnel deployment at intersections will be implemented for smooth traffic flow. Alerts on pollution levels and recommended actions will be issued through newspapers, TV, and radio. Public transport will be augmented with more CNG/electric buses and metro services.
Additional measures
Stage II and III measures under revised GRAP
Under Stage II (previously Stage III), the Delhi government and NCR state governments will stagger timings for public offices and municipal bodies in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar. The central government will also decide on staggering its office timings in Delhi-NCR. Under Stage III (previously Stage IV), NCR state governments and GNCTD may allow public, municipal, and private offices to operate at 50% capacity with the remaining staff working from home.
Stricter measures
Delhi bans outdoor activities in schools
On Friday, the Delhi government had also asked schools to halt outdoor activities due to air pollution. "The commission deems it necessary for the NCR State Governments and the Government of NCT of Delhi to take immediate and appropriate action to ensure that such physical sport competitions scheduled in the months of November and December may be postponed, keeping in view the Air Quality trends," the Directorate of Education and Sports said in its circular.
