Writing in The Indian Express, he said that the erosion of parliamentary standards is damaging democracy. "I call for a consensus on protecting our nation's principal forum for debate and deliberation," Tharoor wrote, suggesting that opposition parties be allowed one day a week to raise issues without disruption.

Tharoor also slammed both the Bharatiya Janata Party (BJP) and his own party, the Congress, for normalizing disruptions. He recalled how, during the United Progressive Alliance (UPA) years, the BJP frequently stalled Parliament. Now, he said, the Indian National Developmental Inclusive Alliance (INDIA) bloc employs similar tactics as they claim the government refuses to consult or debate key issues.

Tharoor also slammed the current government for "bulldozing legislation" without consultation and Prime Minister Narendra Modi's infrequent attendance in Parliament. In return, all parties should agree to end disruptions altogether, he proposed.

Tharoor has courted controversy in the past by praising PM Modi, launching what is perceived as broadsides on his party colleagues, and missing party meetings.
