MEA's new overseas mobility bill to replace 1983 Emigration Act
India's Ministry of External Affairs (MEA) is pushing for a new Overseas Mobility Bill to replace the decades-old Emigration Act from 1983.
The goal? Make moving abroad safer and more orderly, especially as more Indians face deportation or get caught up in risky, illegal migration routes.
The draft will be up for discussion in Parliament's winter session, and the MEA has invited feedback from the public on it until November 7.
Highlights of the bill
The Bill introduces steps to crack down on illegal migration and human trafficking, including clear rules for Indians returning after long stays abroad—whether by choice or deportation.
It also takes aim at unsafe methods like the "dunki" route, focusing on safer pathways instead.
Plus, there's a plan to set up an Overseas Mobility and Welfare Council to better protect Indian workers overseas and coordinate between government departments.
