SC summons chief secretaries of all states over stray dog issue

The Supreme Court has summoned top officials from almost every state and Union Territory (except West Bengal and Telangana) to show up in person on November 3, 2025.
Why? Because they didn't follow the court's order to report what they're doing about stray dogs, following a tragic case of a child dying from rabies in Delhi.

What was the court's order?

After reports of a child dying from a dog bite, the court first told Delhi-NCR to remove all strays on August 22, 2025.
But after protests and opposition, the order changed: now states must sterilize, vaccinate, and return healthy dogs—only aggressive or sick ones are kept away.
Most states ignored the deadline to explain their progress, so now their chief secretaries have been called in to answer directly—and virtual excuses won't cut it.
