Germany, France back EU power to limit Chinese market access

Germany and France want the European Union to have more power to limit market access for countries such as China.
They sent a proposal Monday, hoping to fix big trade imbalances, such as the €360.6 billion deficit with China, and make Europe less dependent on outside markets.
