Delhi and Uttar Pradesh owe over ₹22,000cr in traffic fines

Delhi and Uttar Pradesh together have piled up over ₹22,000 crore in unpaid traffic fines since 2021; that's more than half of all pending fines in India.
The Union Ministry of Road Transport and Highways shared these numbers in the Rajya Sabha, with UP owing ₹11,331 crore and Delhi close behind at ₹11,150 crore.
Tamil Nadu unpaid fines at ₹2,122cr
Tamil Nadu stands out for keeping its unpaid fines much lower, just ₹2,122 crore, with Tamil Nadu issuing 6.37 crore e-challans, below Uttar Pradesh and above Delhi.
The difference comes down to collection bottlenecks and enforcement processes in Tamil Nadu (especially Chennai), while in Delhi, over 84% of challans still aren't paid.
