What's the story

The Election Commission of India (ECI) has given electors from seven states who were marked as Absent, Shifted, Dead and Duplicate (ASDD) and whose names were excluded from the draft electoral rolls during the ongoing Special Intensive Revision (SIR) another opportunity to get their names included in the final rolls. The decision affects Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana, Nagaland, and Delhi.

Public notice

Display lists of electors at polling stations

In a letter dated November 6, the commission directed Chief Electoral Officers of the seven states and Union territories to display the lists of such electors afresh at polling stations, Panchayat Bhawans, and urban local body offices.

These lists will also be uploaded in a readable PDF format on the websites of the respective Chief Electoral Officers.

The lists will include probable reasons for non-inclusion in draft rolls.

Form generation

Enumeration forms to be generated afresh

District election officers and electoral registration officers have also been directed to generate partially filled Enumeration Forms afresh through their ECINET dashboards.

Booth Level Officers (BLOs) will contact concerned electors and ensure delivery of forms physically or through WhatsApp, email, or SMS.

Electors can also download and fill their forms through the ECI website or ECINET app using the same EPIC number that existed before deletion.

Submission procedures

If you have not shifted residence

The ECI has further laid down separate procedures for electors who have not shifted residence and those who have moved within the same state.

Those residing at the same address need to submit filled and signed Enumeration Forms along with a statement explaining previous non-submission.

They can submit these documents physically or use online facilities on ECINET with e-sign.

Homeless provisions

If you have shifted residence

Electors who have shifted residence within the same state need to submit an Enumeration Form with a statement mentioning their new address and Assembly Constituency.

They also need to provide address proof to the concerned ERO or AERO.

The ECI has also provided provisions for homeless electors without address documents, allowing them to use a field verification report by BLO as proof of residence.
