  • Recently, RJD supremo Lalu Prasad Yadav created a ruckus after the Centre decided to downgrade his Z+ VIP security. His son Tej Pratap also threatened to skin PM Narendra Modi.

    This downgrade was a result of the home ministry reviewing the threat to VIP protectees.

  • The Z+ VIP security category is provided to high-risk individuals like SC/HC judges, cabinet ministers etc.

    It is given by NSG commandos, who also provide security to the PM, former PMs, president and VP, along with the Special Protection Group.

    This category comprises of 36 personnel. Armed with sophisticated MP5 guns and communication gadgets, personnel are adept at martial arts and unarmed combat skills.

  • The security cover to be provided is decided by a committee comprising of Intelligence Bureau officials, home secretary and home minister; sometimes, it is also provided on the state government's recommendation. India has covered about 26 VVIPs under Z+ security.

  • Having a Z+ security cover limits movement and time as it requires detailed planning.

    A 30-min advance notice for any trip has to be given.

    The personal security officer (PSO), who is closest to the protectee, loops in the local police.

    A primary route and two alternative routes are prepared. After clearing traffic congestion and imposing road blocks, the VVIP is allowed to travel.

  • Though recent reports are unavailable, as per a 2014-15 report, the total cost of providing securities cost the government Rs. 250cr in that year.

    Earlier, Delhi government had admitted in SC that about 8,000 police personnel are deployed to protect VVIPs at Rs. 341cr a year in Delhi alone.

    If a VVIP wants in-house protection, it is paid for and maintained personally.

  • Based on threat perception, public personalities are given Z+ security.

    Eminent lawyer Ujjwal Nikam's security was upgraded after he was appointed to prosecute 26/11 Pakistani terrorist, Kasab.

    Similarly, once Adityanath became UP CM, his security was elevated to Z+.

    After north-east militant groups threatened MoS Home Kiren Rijiju, his security was upgraded.

    Ex-presidential candidate Meira Kumar and FM Arun Jaitley also have Z+ security.

  • There are three other types of security covers. Z category has a security cover of 22 personnel, Y category of 11 personnel and X category of 2 personnel. The SPG, NSG, ITBP, and CRPF are the agencies responsible for providing security to politicians, high-profile celebrities/sportspersons.
